Why is Obama still killing Talaban, Didn't Rambo wipe all of them out in Rambo -13 Revenge on the Kaybar Pass?

Rambo did not wipe them out. Actually, just the opposite. In Rambo 3, Rambo goes to Afghanistan and joins up with the mujahideen to fight the Soviets.
